PROBLEMATIKA PELAPORAN DANA KAMPANYE PADA PEMILU LEGISLATIF TAHUN 2019
Abstract
Pendanaan kampanye adalah salah satu faktor penentu kemenangan pada kompetisi Pemilu 2019. Tranparansi dan akuntabilitas laporan dana kampanye sangat menentukan integritas Pemilu di Indonesia. Tulisan ini mengkaji laporan dana kampanye partai politik peserta Pemilu 2019 dengan fokus pada aspek penerimaan dan pengeluaran dana kampanye, serta kepatuhan pada aturan dana kampanye yang berlaku. Melalui metode kualitatif dengan menggunakan data sekunder, berupa Laporan Penerimaan dan Pengeluaran Dana Kampanye (LPPDK) dan Laporan Asuransi Independen dari Kantor Akuntan Publik ditemukan bahwa penerimaan dana kampanye partai politik Peserta Pemilu 2019 didominasi oleh sumbangan dari calon legislatif dan pengeluaran terbanyak dana kampanye berasal dari jasa kampanye. Hasil audit memperlihatkan masih adanya ketidaktransparanan dan ketidakpatuhan pada aturan dana kampanye dari mayoritas partai politik. Lemahnya sanksi diduga menjadi salah satu penyebab, disamping regulasi dana kampanye yang belum mengatur batasan sumbangan dana kampanye dari partai politik dan calon legislatif, serta batasan pengeluaran dana kampanye sehingga prinsip kesetaraan dan prinsip keadilan Pemilu tercederai.
