Electoral integrity is widely recognized as a fundamental prerequisite for democratic elections that are free, fair, transparent, and accountable. As electoral processes become increasingly complex, new challenges continue to emerge, particularly in relation to election finance, campaign finance regulation, the misuse of state resources, vote buying, and the effectiveness of electoral oversight and law enforcement.

Among these issues, campaign finance management has become one of the most critical elements in safeguarding electoral integrity. A robust regulatory framework, supported by effective monitoring and enforcement, is essential to promoting transparency and accountability in campaign financing. It also plays a vital role in preventing vote buying, minimizing conflicts of interest, curbing the misuse of public resources, and limiting undue influence on electoral outcomes.

Recognizing the importance of these issues, the Editorial Board of Electoral Governance: Jurnal Tata Kelola Pemilu Indonesia invites scholars, researchers, practitioners, and policymakers to submit abstracts for publication consideration in Volume 8, Issue 1 (November 2026) under the following theme:

The General Elections Commission of the Republic of Indonesia, in collaboration with the Electoral Governance Consortium representing 12 (twelve) leading universities in Indonesia, presents Electoral Governance: Jurnal Tata Kelola Pemilu Indonesia Volume 7, Number 2, May 2026. This edition centers on the theme “Direct Elections vs. Indirect Elections”.
This issue brings together a range of perspectives on the dynamics of direct and indirect elections in Indonesian democracy, including analyses of public sentiment on social media, voter preferences, and theoretical discussions on democratic legitimacy and popular sovereignty. Several articles argue that direct elections remain more effective in sustaining political participation, transparency, and accountability, while also functioning as instruments of public control over political elites, even though clientelism, money politics, and political cartelization continue to pose serious challenges. Other studies, however, propose indirect elections as an alternative under certain conditions, particularly for reducing conflict and maintaining sociocultural stability in regions with heightened sociopolitical vulnerability, such as Papua. The discussions presented in this edition also demonstrate how digital public spaces, deliberative political contracts, and technology- and survey-based analytical approaches may be used to understand public perceptions of electoral systems. The issue further reflects efforts to examine electoral democracy more realistically through discussions of the latent functions of clientelism and political costs in maintaining sociopolitical stability during the post-Reformasi period following the 1998 reform movement. Taken together, the articles in this edition enrich the discourse surrounding the future of electoral system design in Indonesia by framing democracy not merely as an electoral procedure, but also as a space for deliberation, representation, and the ongoing pursuit of social stability.

Jurnal Tata Kelola Pemilu Indonesia (Journal Electoral Governance) is the official journal published by Komisi Pemilihan Umum Republik Indonesia in cooperation with electoral governance consortium from 12 State Universities in Indonesia. This journal serves as a medium to disseminate scientific papers or literature reviews of electoral systems, electoral stages, voting behaviour, election management bodies, election financing, election technology, electoral justice system, political representation and political parties as well as other contemporary issues on election.

The Publication of this journal is aimed to  contribute to the development of electoral governance in Indonesia.  Published twice a year: in May and November, the journal's Editorial Board consist of experts, scholars, practitioners from top rank universities in Indonesia. Editors will select every manuscript submitted to the journal using the blind reviewer mechanism from peer reviewers appointed by editors. Reviewers of this journal come from national and international experts on election from universities or academic institutions.
