MANAJEMEN RISIKO BENCANA ALAM DAN RENCANA KONTINGENSI PADA HARI PEMUNGUTAN SUARA DI TPS: STUDI KASUS DI KABUPATEN BANYUMAS

Indonesia sebagai negara kepulauan menghadapi peningkatan risiko bencana iklim yang sulit diprediksi dan berpotensi mengganggu tahapan Pemilu, sehingga diperlukan tata kelola Pemilu baik dari sisi institusional maupun koordinasi lintas sektor untuk memitigasi dampaknya. Penelitian ini menelaah kerangka institusional tata kelola Pemilu Indonesia dalam menghadapi bencana alam dengan fokus pada manajemen risiko dan rencana kontingensi, khususnya pada hari pemungutan dan penghitungan suara di TPS. Menggunakan metode studi kasus di Kabupaten Banyumas, hasil penelitian menunjukkan bahwa sistem manajemen risiko dan rencana kontingensi pada tahapan tersebut masih rapuh secara institusional dan koordinatif. Pemetaan TPS rawan bencana dilakukan untuk mengidentifikasi risiko, sementara mitigasi dilakukan dengan membangun TPS tanggap bencana. Namun, prosedur BPBD dan SAR belum terintegrasi dengan rencana kontingensi penyelenggara Pemilu (KPPS, PPS, PPK). Oleh karena itu, pengalaman dan kapasitas bersama antara penyelenggara Pemilu dan aktor penyelamatan perlu diperkuat melalui kerangka institusional dan koordinasi lintas sektor yang lebih matang.
