STRATEGI MEWUJUDKAN PEMILU HIJAU DAN BERKELANJUTAN DI INDONESIA: SEBUAH KERANGKA KOMPREHENSIF

Studi ini membahas urgensi pemilu hijau dan berkelanjutan di Indonesia, negara demokrasi besar yang menghadapi dampak lingkungan signifikan dari proses elektoral konvensional. Pemilu tradisional menghasilkan limbah besar dari APK berbasis plastik/non-daur ulang serta emisi karbon, yang memperburuk tantangan lingkungan nasional dan komitmen iklim. Meskipun komitmen kelembagaan kuat (SDGs), kesenjangan kritis dalam regulasi hukum eksplisit untuk praktik pemilu hijau masih menjadi hambatan utama implementasi. Penelitian ini menggunakan metode pendekatan studi literatur dan komparatif, menganalisis dokumen hukum, peraturan perundang-undangan, laporan kelembagaan, dan studi kasus internasional mengenai tata kelola pemilu yang ramah lingkungan. Studi mengeksplorasi peluang transformasi digital, praktik pengelolaan limbah, dan strategi kampanye kesadaran publik, mengambil pelajaran dari adopsi e-voting Jerman dan kebijakan lingkungan sistemik internasional. Temuan menunjukkan perlunya pendekatan komprehensif multi-pemangku kepentingan. Rekomendasi strategis meliputi penguatan kerangka hukum, optimalisasi efisiensi operasional penyelenggara (standar ISO hijau), dan peningkatan partisipasi publik untuk mewujudkan demokrasi berkelanjutan. Putusan Mahkamah Konstitusi Nomor 135/PUU-XXII/2024 yang memisahkan pemilu, menghadirkan momentum unik untuk mewujudkan pemilu hijau di Indonesia.
